Northern South Park Plan AND LDR REGULATIONS (ZMA2022-0004 & AMD2022-0008)
Plan & Regs Approved.
The Board of County Commissioners (BCC) approved of the Northern South Park Neighborhood Plan on November 5, 2022 & the new regulations on March 5, 2024.

The approved NSP regulations were approved on March 5, 2024 and implemented into the LDRs on April 16 in a new Division, Division 4.5.
Objective
To develop an entitlement framework, process, and zoning tools to implement the approved Subarea 5.6 Northern South Park Neighborhood Plan. The process involves developing zoning to enable the uses and physical development identified in the plan, as well as a mechanism for allowing the landowners to opt-in to the new allowances. The implementation tools will also need to ensure that the housing program and unit caps identified by the neighborhood plan will be required and considered during review of any future development under the new entitlements.
Public Hearings
Board of County Commissioners Hearings.
The proposed draft regulations were approved by the BCC on March 5, 2024. The video recording from that meeting is available here.
Planning Commission Hearings.
The proposed draft regulations went before the Planning Commission on November 13, 2023, November 27, 2023, December 11, 2023, and January 8, 2024. At the January 8 hearing, the Planning Commission voted 3-2 for a recommendation of denial.
Process and Tentative Schedule
July 2022 - October 2022
Background, research, landowner meetings, and initial work on new zoning processes.
October 2022 - December 2022
Draft new zoning process for future entitlements, zoning overlay, and framework for new high, medium, and low zones.
January 2023 - February 2023
Staff drafts of new zones, process and overlay complete for agency review.
February 2023 - April 2023
Drafts reviewed with landowners and released for public review with media release.
May 15, 2023
Board of County Commissioners Workshop.
October - November 2023
Public draft release and workshop dates to be determined.
